Mr. Thiele is also responsible for the farm loan programs in several
surrounding counties.
The Farm Service Agency is an agency of the United States Department of
Agriculture. The primary function of FSA is to administer the Farm
Programs as approved by Congress and as outlined by the laws, regulations
and instructions.
Hertford County has approximately 800 producers who shared in the
production of the following crops in 2001 (latest figures available):
Acres are approximate: Corn - 7,789 acres; tobacco - 1,015 acres;
peanuts - 9,861 acres; soybeans - 7,804 acres; cotton - 17,141 acres;
wheat - 298 acres, and approximately 500 acres of fruits and vegetables.
In addition to making price support eligibility determinations for these
crop, FSA also issues the majority of all farm program payments.
Hertford County has a very active farm loan program that provides a source
of funds for producers who are otherise unable to get the necessary loans
to continue farming. Emergency loans at a reduce rate are also
available when the crops have been loss due to a disaster, and the county
has been declared a disaster.
There are approximately 100 poultry houses in the county and FSA has
assisted many of these producers with their financing.
Although income from farming probably does not exceed 20 percent of the
total personal income, agriculture represents approximately 50 percent of
the total tax base for the county.
The new Farm Bill, which was made effective for 2002, put special emphasis
on conservation work on farms. FSA, in conjunction with NRCS and the
Forestry Service, provides cost-share for many of these practices.
